Abstract

Krisis sampah merupakan salah satu tantangan utama pembangunan berkelanjutan di Indonesia, termasuk di Kota Kupang yang menghadapi keterbatasan kapasitas TPA dan rendahnya kesadaran masyarakat dalam memilah sampah. Dalam konteks ini, pengelolaan sampah berbasis komunitas (community waste management) menjadi strategi adaptif yang mampu menghubungkan aspek teknis pengolahan limbah dengan pemberdayaan sosial-ekonomi. Penelitian ini menggunakan pendekatan kualitatif dengan studi kasus Program CSR PT Pertamina Patra Niaga AFT El Tari melalui pengembangan Bank Sampah Mutiara Timor. Data dikumpulkan melalui wawancara dengan pengelola program serta analisis dokumen sekunder, seperti laporan implementasi, hasil Indeks Kepuasan Masyarakat (IKM), dan pemetaan sosial. Hasil penelitian menunjukkan bahwa program ini berhasil meningkatkan pendapatan masyarakat sebesar 20–180 persen, memperkuat partisipasi inklusif dari kelompok rentan, serta menghasilkan dampak lingkungan positif berupa pengurangan sampah, produksi eco-enzyme, dan praktik daur ulang kreatif. Selain itu, program memanfaatkan kearifan lokal dan kolaborasi multiaktor—perusahaan, pemerintah, LSM, dan komunitas—sebagai fondasi keberhasilan. Meskipun demikian, tantangan terkait perubahan perilaku, keterbatasan infrastruktur, dan keberlanjutan finansial masih perlu mendapat perhatian.
