Resistensi Mahasiswa terhadap Kebijakan Institusi: Tinjauan Literatur tentang Kunci Penerimaan

Penelitian ini bertujuan untuk meninjau berbagai literatur ilmiah yang membahas resistensi mahasiswa terhadap kebijakan institusi pendidikan tinggi, dengan fokus menemukan faktor-faktor kunci yang memengaruhi penerimaan atau penolakan terhadap kebijakan tersebut. Kajian ini menggunakan metode literature review dengan menganalisis tiga puluh dua sumber ilmiah yang relevan, terdiri atas jurnal nasional, internasional, dan buku akademik dalam sepuluh tahun terakhir. Data dianalisis secara deskriptif-kualitatif melalui proses identifikasi tema, sintesis temuan, dan interpretasi konseptual berdasarkan teori perubahan organisasi dan perilaku terencana. Hasil kajian menunjukkan bahwa resistensi mahasiswa umumnya muncul akibat kurangnya komunikasi kebijakan yang transparan, rendahnya partisipasi mahasiswa dalam proses pengambilan keputusan, serta lemahnya kepemimpinan transformasional di tingkat institusi. Adapun kunci penerimaan kebijakan terletak pada tiga faktor utama, yaitu komunikasi partisipatif, kepemimpinan visioner, dan keadilan prosedural yang membangun kepercayaan mahasiswa terhadap institusi. Temuan ini menegaskan pentingnya pendekatan trust-based policy dalam manajemen pendidikan tinggi untuk memperkuat legitimasi kebijakan dan meminimalkan resistensi mahasiswa secara berkelanjutan.
