Analisis Pertumbuhan Lahan Terbangun dan Perubahan Tutupan Vegetasi Berbasis NDBI-NDVI di Kabupaten Jember

Abstract
Intensifikasi urbanisasi di kota-kota menengah Indonesia, termasuk Kabupaten Jember, berpotensi mengancam ketahanan pangan dan kelestarian ekosistem akibat konversi lahan yang berlangsung tanpa pemantauan spasial memadai. Penelitian ini bertujuan memonitor dinamika pertumbuhan lahan terbangun dan perubahan tutupan vegetasi secara multi-temporal (2015, 2020, 2025) menggunakan pendekatan penginderaan jauh berbasis Normalized Difference Built-up Index (NDBI) dan Normalized Difference Vegetation Index (NDVI) dari citra Landsat 8 OLI dalam lingkungan Sistem Informasi Geografis. Hasil analisis menunjukkan bahwa tutupan vegetasi tinggi tetap mendominasi kawasan non-urban, terutama di kecamatan yang berbatasan dengan Taman Nasional Meru Betiri. Sebaliknya, ekspansi lahan terbangun berlangsung secara signifikan, dengan tekanan urbanisasi terkonsentrasi di kawasan perkotaan inti dan mulai merambah kecamatan transisi. Temuan ini mengonfirmasi bahwa integrasi NDBI dan NDVI secara multi-temporal merupakan instrumen pemantauan spasial yang efektif dan perlu diadopsi secara rutin dalam evaluasi Rencana Tata Ruang Wilayah Kabupaten Jember.
